Pavement (UK) = sidewalk (USA)

Pavement is not road surface. Pavement usually refers to an outside place where people walk, which could be what you call a sidewalk, it could be stone or concrete services in pedestrian areas such as shopping centres et cetera. When we refer to a road, we usually refer specifically to the part used by motorised vehicles, we would not call that "pavement", most often it is "the road" or somteimes "the tarmac".
